Insanity Workout - Isn't working?

I'm on week 3 of the Insanity workout. I'm 5'4 and 120lbs, I lost 65lbs about 3 years ago, and although I'm a normal weight now, my leftover fat is really p*ssing me off! I have a gut that looks like someone threw pizza dough on me and my arms have droopy bits, some of it is loose skin, but there is def a lot of fat there. I was eating about 5-600 cal a day for years, but have been eating 1400 a day for a month now trying to fix what i thought could be starvation mode. I am building muscle in my stomach, arms, and everywhere, but the fat isn't budging!!! I eat really well, high protein, 6 small meals a day, no processed foods, and I have a very physical job. I really don't know where I'm going wrong?
