Can taking prednisone and topical steroids make a rash worse?

Seems like at first take the prednisone and topical steroids were working but then the last two days while taking the prednisone and putting the topical steroids on it seems to be getting worse. Today is kind of bad. I felt fine this morning then put some fluocinonoide on today and 25 mins later it started to burn. Could it be interacting with the steroids to make it worse? And should I stop taking the topical? I wasn't told to it's just leftovers from last time.
